Dr. Pavel Usvatov is the Director of the Rule of Law Program in Southeast Europe of the Konrad-Adenauer-Stiftung. Before joining KAS, Pavel Usvatov worked as a consultant and lecturer, as well as an associate professor at the Helmut Schmidt University in Hamburg.
He previously worked as a legal consultant and professor of administrative law for GIZ on the South Caucasus Administrative Law Reform Project in Baku. Before that, he worked as a lawyer in Hamburg for several years.
Pavel Usvatov studied law and East European studies in Hamburg and Bilbao. He then completed postgraduate studies at the Albrecht Mendelssohn Bartholdy Faculty of Law (University of Hamburg), where he received his PhD in 2019. His doctoral dissertation on comparative law on state financial control in Germany and Russia was awarded the 2020 Prize of the German-Russian Lawyers' Association.
